Position Title: Airport Compliance / Safety Manager
a. Job Summary
The Compliance/Safety Manager is responsible for ensuring compliance with all relevant Federal Aviation Administration (FAA) and local regulations. This position also oversees the implementation and continuous improvement of the Safety Management System (SMS) to enhance airport safety and reduce risks. The Compliance/SMS Manager will work closely with various departments and external agencies/stakeholders to promote a culture of safety and ensure the airport meets or exceeds compliance standards.
b. Essential Duties and Responsibilities
- Lead the development, implementation, and ongoing management of the airports Safety Management System (SMS) in compliance with FAA regulations (14 CFR Part 139) for STT and STX airports.
- Lead as the Quality Control executive on ensuring compliance with FAA regulations part 139.
- Ensure the SMS framework is actively maintained, continuously improved, and properly integrated.
- Uphold the Airports Safety Policy and report crucial information to the COO, Deputy COO, and Director of Operations and Maintenance in a timely manner.
- Administer and update the Airports SMS Manual.
- Develop and implement safety training programs for all AOA airport employees, contractors, and tenants, ensuring awareness of their roles and responsibilities within the system.
- Conduct regular safety briefings and workshops to raise awareness of safety risks and promote a proactive safety culture.
- Work closely with airport operations, maintenance, and tenant organizations to ensure safety and compliance requirements are integrated into daily activities.
- Establish and maintain relationships with external regulatory agencies, airlines, ground handling companies, and vendors to facilitate compliance.
- Implement a voluntary report system throughout the AOA stakeholders of SMS related matters.
- Plan, coordinate, and conduct regular safety and compliance audits of airport facilities, operations, and contractors with the purpose of identifying safety risks.
- Identify non-compliance issues, provide recommendations for corrective actions, and track the completion of those actions.
- Coordinate with internal teams and external stakeholders during scheduled and unscheduled regulatory inspections.
- Manage the airports safety incident and accident reporting system, ensuring all safety-related incidents are documented and reported in compliance with FAA requirements.
- Lead investigations into safety incidents, including root cause analysis and the development of corrective and preventive actions.
- Maintain records of incidents and corrective actions, ensuring full transparency and documentation for audit purposes.
- Collaborate with the Airport Emergency Response team to ensure compliance with the Airport Emergency Plan (AEP) and SMS in emergency situations.
- Participate in the planning, coordination, and execution of emergency response drills and exercises in compliance with FAA regulations.
- Deliver initial basic training to all Operational and Airfield Facilities Staff, Operations Manager, COO, Deputy COO, Operational staff and any other SMS responsible employees or agents of the airport within their first year, recurring no less than annually. Operations Manager, COO, Deputy COO, and Operational staff to receive advanced SMS training every 2 years.
- Responsible for the development of annual budget and resource requirements.
- Engage with industry committees and attend conferences to stay informed on emerging trends and best practices in airport safety and compliance management.
