Position Title: Director, Maintenance & Engineering
a. Purpose of the Job
We are seeking a highly skilled and experienced Director of Maintenance & Engineering to oversee and manage all maintenance operations at our airport. The ideal candidate will ensure the safety, compliance, and reliability of our operations and maintenance, providing technical guidance and leadership to our maintenance team. The post-holder is accountable for the provision of a range of maintenance and engineering services ensuring that all aspects of the airport’s infrastructure both airside and landside are in serviceable and fully operational condition at all times. Areas of responsibility will include but not be limited to power, water and sewage, telecommunications, building systems, grounds maintenance, runway/taxiway, ground electronic equipment, as well as capital expenditure planning for various capital rehabilitation projects. The post is also accountable for managing Infrastructure Sub-Contractors and Airport maintenance personnel, developing performance standards, conducting performance appraisals, providing guidance and counsel to staff.
b. Essential Functions and Responsibilities
Management of the Airport Infrastructure:
- Ensures that the implementation of operations and maintenance services enable the Airport to be fully operations 24 hours a day year-round and that the terms and conditions of the project agreement are fully carried out.
- Sets priorities for preventative maintenance, repair, restoration and replacement of all equipment, facilities and systems in the Airport’s infrastructure.
- Establishes and implements policies and guidelines for the delivery of maintenance and engineering services.
- Develops the requirements for the Airport Master Plan, Land Use Development, and Capital Planning processes, by ensuring that development or expansion of physical facilities, systems and equipment are planned adequately for the Airport to cope with increased aircraft and passenger volumes.
- Monitors and measures the quality, efficiency, effectiveness and economy with which operations and maintenance contractors and any other service providers are performing and ensures that value for money is being obtained.
- Prepares annual estimates of operational, maintenance and capital expenditures.
- Manages the Maintenance and Engineering processes within the Department of Airport Operations in accordance with relevant regulations and standards, including the Air Terminal, Runway, Aprons and Taxiway Systems and Air Operations, Facilities Management, to ensure the delivery of airport services to the traveling public in the most efficient, effective, secure and safe manner as possible at all times.
- Provide technical guidance to maintenance personnel and make decisions on technical, operational, and procedural matters.
- Ensure uncompromising safety standards are maintained at all times.
- Coordinate aircraft out-of-service events with Maintenance, Material Services, Technical Support, and Engineering to minimize schedule impact and aircraft downtime.
- Maintain positive operational control and situational awareness of out-of-service aircraft.
- Extensive knowledge of airline maintenance practices, federal aviation regulations, and company maintenance policies and procedures.
- Excellent written and oral communication skills.
- Ability to plan, organize, and manage workloads effectively.
Infrastructure and Property Utilization:
- Ensures that the information provided to the General Manager is prudent to the airports operational and policy matters, thus allowing him/her to report appropriately to Client, or other agencies on the operation of the Airport. This may require the preparation of Memorandum or other briefing documents.
- Manages the internal and external consultations, and liaises with the local and international agencies in regard to ongoing operations of the Airport, including Government Ministries/Departments, Airline Operators, Tenants, etc.
Capital Planning:
- Prepares, maintains and implements a five (5) year Capital Development Plan for the restoration, upgrade and/or replacement of equipment, facilities and systems in Airport’s Infrastructure.
- Monitors/evaluates business plan and alters resource allocation as appropriate to achieve annual goals.
- Identifies and adjusts to the changing priorities of the Maintenance and Engineering department.
- Identifies potential policy implications for Government and external stakeholders as a result of information gained through research, networks, etc., and communicates this information to the General Manager for consideration/decision by Government.
Other Duties/Management of the Operations of the Unit:
- Directs and oversees the tasks allocated to the Operations and Maintenance Contractor, develops documents for personnel recruitment, as well as conducts staff performance appraisals, sets goals and objectives, also recommends and organizes staff training to achieve those objectives.
- Prepares budgets that meet the Operational and Maintenance demands of the Infrastructure, while undertaking other duties, within the scope of responsibilities as may be required from time to time and as assigned by the General Manager.
- Undertakes professional development activities by consulting documents, establishing and maintaining contacts with other airport professional and associations, attending conferences, courses and other professional development activities.
c. Knowledge, Skills, Abilities
- A minimum of ten (10) years’ experience in a similar role
- Bachelor’s Degree in a relevant field or equivalent
- Experience in property management and the administration of commercial leases/licenses/contracts
- Analytical skills for purposes of business planning, proposal evaluation, and tracking of commercial revenue performance
- Familiarity with local real estate laws and practices
- Database management skills.
- Ability to produce monthly, quarterly, and annual reports on contract compliance, workflow, property occupancy, and revenue yield.
- Excellent interpersonal, communication, organizational, problem-solving and time management skills
- Customer service orientated.
- Excellent communication and interpersonal skills.
- Ability to interface effectively with Engineering, Maintenance, Purchasing, Flight Operations Management, Flight crews, and Dispatchers.
d. Supervisory Responsibility
- Has full autonomy in relation to all decision making as may relate to the infrastructure and personnel within the Maintenance and Engineering Section thus ensuring that the Airport’s infrastructure are in a sound and fully operational condition at all times.
- Performs associated duties as requested by the General Manager.
- Manages the contract(s) for the maintenance and engineering services required for the uninterrupted operation of the equipment, facilities and systems.
- Ensures that all operations and maintenance employees and subcontractors are fulfilling their duties in accordance with the established policies and procedures.
