Job Summary:
The Purchasing Officer is responsible for managing the procurement of goods, services, and equipment necessary for airport operations. This role ensures that all purchasing activities are conducted efficiently, cost-effectively, and in compliance with established policies, regulations, and contractual obligations. The Purchasing Officer plays a critical role in maintaining operational continuity, supporting project initiatives, and fostering strong vendor relationships.

Key Responsibilities:
• Develop, issue, and manage Requests for Quotations (RFQs), Requests for Proposals (RFPs), and purchase orders.
• Source, evaluate, and negotiate with suppliers and vendors to obtain the best value, ensuring quality, price competitiveness, and timely delivery.
• Maintain and update the airport’s vendor database and approved supplier lists.
• Ensure all procurement activities comply with federal, territorial, and airport-specific procurement policies and procedures.
• Collaborate with departments to forecast needs, identify procurement strategies, and manage inventory levels for operational efficiency.
• Review, analyze, and monitor contracts and purchasing agreements to ensure compliance and performance standards are met.
• Process purchase requisitions, verify specifications, and obtain necessary approvals before finalizing purchases.
• Track and report procurement metrics, savings, and supplier performance.
• Resolve issues related to deliveries, billing, or vendor disputes in a timely manner.
• Assist with annual procurement audits and reporting requirements.
• Stay informed of market trends, product developments, and regulatory changes impacting airport purchasing activities.

Qualifications:
• Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field.
• Minimum of 3 years’ experience in purchasing, procurement, or supply chain management, preferably in an airport, aviation, or public-sector environment.
• Strong knowledge of procurement laws, practices, and procedures.
• Excellent negotiation, communication, and analytical skills.
• Proficient in Microsoft Office Suite (Word, Excel, Outlook) and procurement management software.
• Ability to manage multiple projects and meet deadlines under pressure.
• Attention to detail and strong organizational skills.
• Professional certification such as Certified Purchasing Professional (CPP) or Certified Professional in Supply Management (CPSM) is a plus.

WORK ENVIRONMENT
May involve light physical tasks such as reviewing physical inventory or inspecting deliveries.

LANGUAGE SKILLS
Ability to read and comprehend instructions, short correspondence and memos. Ability to write simple and complex, technical correspondence. Ability to effectively present information and respond to questions from groups of managers (internal and external).

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Driver’s License as a condition of employment.
