SUMMARY
The Operations Compliance Manager is responsible for ensuring compliance with all relevant Federal Aviation Administration (FAA) and local regulations. The Operations Compliance Manager will work closely with various departments and external agencies and stakeholders to promote a culture of safety and ensure the airport meets or exceeds compliance standards. The Operations Compliance Manager coordinates operations activities in accordance with FAA requirements including Part 139, TSA including 49 CFR 1540/1542 and local regulations.

JOB DUTIES/RESPONSIBILITIES

  • Provides oversight of airport operations and airport guidelines, policies and procedures for maintaining safe airfield including runways, taxiways, and apron areas.
  • Establishes performance goals, objectives and standards then evaluates the performance of the Operations team in accordance with the Operation Department’s Standard Operating Procedures.
  • Continuously monitor skill levels and determine the training needs of operations personnel and airport partners including driver training in accordance with FAA and Avports’ policies and procedures. Coordinate training as needed.
  • Collaborate with the Airport Emergency Response team to ensure compliance with the Airport Emergency Plan (AEP) and SMS in emergency situations.
  • Conduct reviews and updates to ensure compliance with airside regulatory policies as outlined in the Airport Certification Manual (ACM), Wildlife Hazard Management Plan, Pavement Maintenance Management Plan, and other relevant documents as required, to ensure adherence to FAR Part 139 and other regulations.
  • Conducts compliance reviews of the inspection program for both airside and landside areas, covering all aviation hazards such as FOD, wildlife, AOA incursions, unauthorized vehicle and pedestrian access, and disabled aircraft to ensure adherence to FAR Part 139 and other regulations.
  • Work closely with airport operations, maintenance, and tenant organizations to ensure safety and compliance requirements are integrated into daily activities.
  • Gather reports from airport operational departments and implement a reporting system to the required stakeholders.
  • Communicate operational challenges to management.
  • Maintains contact with regulatory agencies and airport tenants including FAA/TSA Inspection officials.
  • Ensure the airport always remains Part 139 Certification inspection ready.
  • Responds to all aircraft accidents/incidents, emergencies, inclement weather hazards, and any other irregular operations situations to ensure compliance with FAR 139 safety standards and specifications.
  • Collaborate with the Environmental, Health and Safety Manager on reporting the activities and program compliance.
  • Member of the Emergency Response Team.
  • Performs related duties as assigned.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

  • Bachelor’s degree in Airport/Aviation Management, Safety Management, or related field.
  • Five (5) years of airport operations, aviation safety management, quality control or regulatory compliance (preferably within the U.S.)
  • Demonstrated experience in Part 139 airport regulations.
  • AAAE C.M. or A.C.E. preferred or ability to obtain within one year of employment.
  • Valid driver’s license.
  • Successfully pass required background and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS:

  • FAR Part 139, FAA Advisory Circulars, TSA TSR 1542, airport journals and regulations, weather and NOTAM terminology knowledge.
  • Industry certification such as Certified Safety Professional or/and Quality Assurance is a plus.
  • Familiarity with aviation risk management, safety audits, and incident investigation methodologies.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables in standardized situations.
